Citizens Organized in Search of the Truth (C.O.S.T.) was a coalition of organizations and individuals opposed to and working for the defeat of the referendum on the November 2000 ballot mandating the merger of the governments of Louisville and Jefferson County, Kentucky. The item received an affirmative vote and the two governments are set to merge in January 2003.
