The one minute and 48 second 16mm film was presumably produced for use on television to advocate the bond issue promoted by the Bonds For Progress committee. Jesse Hopewell, a Louisville cinematographer, created the film, which includes a panoramic shot of expressway construction on the city's waterfront.
